The 2007 update of South Australia’s Strategic Plan contains a ‘developmental list’ of areas that may warrant inclusion of a specific target in the plan but where no appropriate data are currently available to measure progress. The areas were listed as being subject to further consideration to identify if a suitable, viable target should be developed for inclusion in a future version of the plan. The following principles apply: The Plan will have a maximum of 100 targets in total (that is, a new target from the developmental list should generally displace an existing target) Any target must fit the ‘SMART’ criteria (specific, measurable, achievable, relevant and time bound). Small working groups (less than 10 members) of both government and non-government representatives, will be formed to produce proposals for targets from the developmental list. They will build on the activities of the 2006 Update Working Groups (and may have similar membership) where appropriate. The working groups will report to the Community Engagement Board. Principal roles will be as follows: - SA’s Strategic Plan Audit Committee – technical advice on data issues
- Community Engagement Board – determining the relative order of priority of developmental list areas and ensuring the appropriate ‘community’ people are involved on the working groups
The Community Engagement Board will consider proposals from the working groups, refine as necessary and make any recommendations on new targets (and those to be displaced) to the Executive Committee of Cabinet (ExComm). These proposals will include the Audit Committee’s agreement that any proposed new targets meet the SMART criteria. The first opportunity for the Community Engagement Board to make such recommendations will be in the first half of 2008. ExComm and Cabinet may then agree to incorporate the suggestions in the Plan in the latter half of 2008 (that is, after publication of the Audit Committee’s 2008 Progress Report). It is envisaged that there will only be a small number of changes at this time. Comprehensive changes to the Plan may occur after the full-scale community engagement process proposed in 2010. |
